HV Ballers Elite Basketball Programs

Bylaws & Operating Guidelines

The name of this organization shall be HV BALLERS ELITE Basketball Programs.

HV BALLERS ELITE Basketball Programs is organized to:

  • Provide youth basketball development for boys and girls ages 8U through 17U.
  • Promote teamwork, discipline, sportsmanship, leadership, and academic success.
  • Offer opportunities for athletes to compete in local, regional, and national basketball events.
  • Support positive mentorship and community involvement.
  • Develop student-athletes both on and off the court.

Section 1 – Owner & Director

The Owner and Director of HV BALLERS ELITE Basketball Programs shall be Tedrick Winfrey.

The Director shall oversee:

  • Daily operations
  • Team organization
  • Coach selection
  • Financial decisions
  • Scheduling
  • Player discipline
  • Program development

Section 2 – Leadership Staff

The Director may appoint: Assistant Directors, Coaches, Team Managers, Volunteers, and Trainers. All staff members must represent the program professionally and positively.

HV BALLERS ELITE Basketball Programs may field teams in the following divisions:

  • 10U
  • 12U
  • 13U
  • 14U
  • 15U
  • 16U
  • 17U

Age eligibility shall follow AAU and tournament rules.

Section 1 – Eligibility

Players must:

  • Meet age requirements
  • Complete registration paperwork
  • Submit signed waivers
  • Maintain acceptable behavior and sportsmanship
  • Remain academically eligible when applicable

Section 2 – Conduct

Players are expected to:

  • Respect coaches, teammates, officials, and parents
  • Attend practices and games regularly
  • Display good sportsmanship at all times
  • Avoid fighting, bullying, profanity, or misconduct

Failure to follow team rules may result in suspension or removal.

Parents and guardians shall:

  • Support all players and coaches respectfully
  • Avoid inappropriate behavior toward officials or staff
  • Ensure athletes arrive on time
  • Maintain financial obligations
  • Encourage academic success and positive attitudes

The organization reserves the right to remove parents or spectators from events due to misconduct.

Section 1 – Duties

Coaches shall:

  • Teach fundamentals and player development
  • Promote discipline and sportsmanship
  • Ensure player safety
  • Represent the organization professionally
  • Follow organization rules and AAU policies

Section 2 – Removal

The Director may suspend or remove any coach for misconduct, negligence, unsportsmanlike behavior, or violation of organization policies.

Section 1 – Fees

The program may collect:

  • Registration fees
  • Monthly team fees
  • Tournament fees
  • Fundraising contributions
  • Sponsorship donations

Section 2 – Use of Funds

Funds collected shall be used for:

  • Tournament entry fees
  • Uniforms
  • Gym rentals
  • Travel expenses
  • Equipment
  • Insurance
  • Administrative costs

Section 3 – Refund Policy

Registration fees and team fees are generally non-refundable unless approved by the Director.

The organization may hold:

  • Parent meetings
  • Coach meetings
  • Team meetings
  • Annual organizational meetings

Meeting dates and times shall be determined by the Director.

The Director has authority to discipline or remove players, coaches, parents, and volunteers. Reasons may include:

  • Violation of bylaws
  • Disruptive conduct
  • Failure to meet financial obligations
  • Behavior harmful to the organization

All participants must complete:

  • Medical release forms
  • Liability waivers
  • Emergency contact information

HV BALLERS ELITE Basketball Programs shall not be responsible for injuries sustained during participation beyond applicable insurance coverage.

These bylaws may be amended or updated by the Director of HV BALLERS ELITE Basketball Programs as needed for the growth and operation of the organization.

HV BALLERS ELITE Basketball Programs is organized to support youth development and community athletics. Any profits or funds shall be reinvested into the program for the benefit of participating athletes and operations.
